-> I am getting exception #13 when attempting to format a disk.

Usually when a person is getting an Exception #13 or other when they are
doing disk formats you need to add the parameter NRH to the QEMM line.
This will stop QEMM from putting small Ram holes in the ROMs.

No, Qram 2.0 will not move the ROMs. This is exclusive to QEMM and I
don't think that it is possible, at least right now, to move the ROMs on
a 286 or lower.

The problem is due to a few minor things in your config.sys file. To
make it easier I have written how your config.sys file should look minus
the REMed out lines additions are the lines with an *:

The only problem that I could come up with on the buffers.com problems
is that the file may not exist. Make sure that the file Buffers.com is
in the QEM directory. You may also to save memory take out the
DOS\Graphics line if you do not to screen prints with graphics in them.
Also if you have problems in losing the mouse you should load the mouse
driver after the DISKMON statement.
